We have learned that MANUEL TELLO, the Mexican Foreign Minister, was contacted by FLORES, the Mexican Ambassador, on 10-30-62, at which time the Ambassador discussed the distribution of the Colorado River waters into Mexico. TELLO said that he had been informed by one HERRARA JORDAN, apparently an engineer, that the United States' apportionment of these waters is insufficient to decrease the salinity for drinking purposes....
