Another letter from Carpenter to William Harris of the Census Bureau explains that the Greeley-Poudre Irrigation District has a phone on a U.S. Forest Service telephone line running through the Laramie-Poudre Tunnel, which is currently part of a Laramie-Poudre Reservoirs and Irrigation Company and USFS contract.
