Description John Crosthwait interviewed by Tessa Moening John Crosthwait, Morgan County Planning and Zoning Administrator, describes the effects of the September 2013 flooding in the eastern part of Colorado, specifically Morgan County. Crosthwait explains that Morgan County had some advance warning about the flooding because the flooding in that area was a result of the rainfall in the Front Range. He discusses damage to structure and the recovery process as well as FEMA floods regulations, and, briefly, issuing floodplain building permits....
