Description Letters from Utah Congressman E. O. Leatherwood assuring Delph Carpenter that he would guide Colorado legislation through Congress, an editorial by Carpenter in one of Arizona's newspapers arguing that not all power from the Hoover Dam should be sold to California, and letters between Indiana Congressman Louis Ludlow and Carpenter on House Joint Resolution 185, which sought to create a committee on centralization. A copy of H. J. Res. 185 is included.
