In 1984, longstanding concerns about pollution in Yaquina Bay impelled the U.S. Food and Drug Administration to make a comprehensive sanitary survey of the Yaquina River, with particular emphasis on areas where oysters were grown. The report states that the oyster plots endured "sporadic poor water quality," and that "fecal coliform levels were substantially above national program criteria." The sources of pollution were concluded to be "point and nonpoint human, and nonpoint animal." “The Toledo sewage treatment plant does not have the reliability factors built into the plant that are designed to protect shellfish growing waters.” (p.ii-iv)
