Abstract This research develops a method for estimating discreet changes (shocks) to total factor productivity (TFP) using catch-per-unit-effort (CPUE) and biological stock assessment data.  An estimator for identifying jumps in realized volatility is adapted to the identification and estimation productivity shocks.  The estimator is tested through simulation and in an application where technology shocks are known.  Testing shows that most of the technology shocks can be identified using this method.  This estimator provides a means for identifying technology shocks when the time of adoption is unknown.
