Principal goals of this study were to provide the State Water Resources Board with information concerning the status and importance of the resources to the state and to develop minimum stream flow requirements for maintenance and enhancement so that full consideration could be given these values in the beneficial water use programs formulated by the Board.

Study was concurrent in both basins beginning in the fall of 1961 and extending for a full year.
