Description Columbia Basin Project, Irrigation Division, Soap Lake Siphon, Specificatiosn 2411. Workmen removing dust from coal-tar primer prior to applying coal-tar enamel. Rags wrapped around sweep brooms are used. The enameling stage is in the background. This work is being performed by Walter Ferem Company, Los Angeles, sub-contractor for Winston-Utah under Schedule II of the above specifications. H.E. Foss, photographer.
