It is intended to establish rules "1) governing open and closed fishing areas in the event softshell crab results in a delayed season for ocean Dungeness crab; 2) to modify commercial bay crab rules to prevent harvesters from setting gear prior to the opening day; and 3) to clarify the pink shrimp count per pound requirements." (p.1) Two attachments are included: a memorandum of understanding between California, Oregon and Washington fishery agencies regarding management of the Dungeness crab fishery, and the Tri-State Dungeness Crab Committee's proposed procedures to test for soft-shell crab.
