Note "During the summer of 1961, a seafood dealer at Charleston, Oregon hired SCUBA ... divers to harvest clams in subtidal areas with hydraulic equipment. This operation proved to be quite efficient and was attended by considerable publicity. During the summer of 1962, several commercial and personal-use diggers equipped themselves with pumps and motors and began to harvest clams intertidally with this equipment. The efficiency and destructiveness of this method of harvesting has caused some concern in the Coos Bay area and the Oregon Fish Commission..." From the Introduction. The staff recommended that clam digging be limited to hand tools, and power equipment not be allowed.
