Fritz was serving on the Texas Committee for a Balanced Water Plan in 1966, a year after the Trinity River barge canal project had been authorized by Congress. The committee had been formed in response to the Texas Water Plan with the aim of preventing environmental damage from the damming and canalization of rivers. |
