Fritz had previously campaigned with the group, Citizens' Organization for a Sound Trinity (COST), in opposition to the Trinity River barge canal in 1973. Subsequently, voters in the seventeen counties along the Trinity had rejected the proposal in a bond election on March 13, 1973.
