Many of the activities of the 1980s rested on a certain set of assumptions about the relationships of rivers, salmon, and human activities. In the 1990s, three developments called these assumptions into question, and raised new issues about river-related policy. The first is a development the mechanics of which have already been described: the Endangered Species Act listings, which substantially rearranged the Basin's policy landscape....
