Scanned images saved as 16 bit grayscale tiffs. 71.558 kb 8 bit - Gray Gamma 2.2 - greyscale Omnipage 14 used to OCR 8 bit grayscale tiffs and generate text files for full text access. 16 bit grayscale tiffs edited in Photoshop 6.0: cropped, rotated, reduced in size, levels adjusted, bit depth reduced to 8 and JPEGs created.

Summary The Grande Ronde, Clark Fork, Henry's Fork and other processes are heartening for the trust and cooperation they have built between what are too often warring factions in the West. They have resulted in innovations that might be unattainable through lengthy and costly litigation. Yet, they are clearly works in progress. They leave many questions unanswered, not the least of which are their seriousness, their sustainability, and their "fit" with federal statutory requirements...
